It was put out by the Department of Homeland Security and is quite comprehensive. There are some really great recommendations in this document for small and large organizations alike.

The recommendations depend on the HSAS  or the Homeland Security Advisory System and it uses a a simple matrix to determine what actions should be taken when there are certain threat levels.
